The king of the third Lostbelt, Qin Shi Huang is a fabulous dystopian cyberpunk robot emperor. He’s the first Ruler to be introduced since Sherlock was a year and a half ago, and he makes a strong case for being the best in his class. Mechanically he’s kind of like a hybrid of Leonidas and Inshun, but as an SSR Ruler.She has a harder time with sustained fights, but her NP buff does help.
